When identifying an organizational problem it is easy to describe the problem based on one’s experiences or from secondary accounts (subjective). However, it is harder to measure and to convince others that the problem does indeed exist (objective) and it is even harder to show the causal mechanisms of the problem (empirical). When a problem is identified and some potential causal mechanisms have been identified the next step is implementation (pragmatic value). Most problem resolution or change initiatives fail because they do not provide a plan describing how to move from the initial state to the new desired state.
