Too much law?

(a) Based on the readings and/or online supplemental material, does the law provide appropriate accountability mechanisms for street-level bureaucrats or does it unnecessarily constrain discretion?  Why?

(b) Please discuss at least one real-world example to support your assertions.  How does this example help us understand a specific contemporary public problem?
